[[chef-dev]] 5/20 0.10.2 to-fix list

Here is the list of tickets that we've identified thus far that would
be good to fix for 0.10.2. We haven't gone through and prioritized
them, and it is unlikely that Opscode will have measurable development
time in the next couple of weeks.

If a couple people could look through these, adjust the priority if
necessary, and report back, that would be great. Once we all know what
tickets are essential we can work toward resolving them as a group.

The release date of 0.10.2 depends on this work. I'll continue merging
the tickets we've already triaged as having fixes.
