I don't remember adding user right now. But I had to execute:

> rabbitmqctl add_vhost /chef
> rabbitmqctl set_permissions -p /chef chef ".*" ".*" ".*"

I can redo the server installation from scratch to see if this is
repeatable in a few hours.
