[chef-dev] chef master forked to 10-stable branch

We've forked the master of chef to a 10-stable branch. Work on Chef 11
by Opscode will start showing up in the master branch.

Please take heed and base patches for 10.y.z against the 10-stable
branch. We'll be periodically merging back into master as well.
