[chef-dev] Chef 10.14.0 released

We've released Chef 10.14.0 with lots of great new features such as:

* why-run
* output formatting
* error inspectors
* Solaris IPS package provider
* Omnibus now includes Ruby 1.9.3p194 + Rubygems 1.8.24
* daemonized client run forking
* batched cookbook uploading
* Omnibus packaging for Solaris

There are over 75 resolved issues in this release with lots of awesome 
community contributions (many of which are in the above list!)
