Other:
  COOK-3370 - Don't install the tomcat manager apps package if we're
not going to use it
  Reopened - Document the attribute
  COOK-4033 - nginx parameter real_ip_recursive in
http_realip.conf.erb is only supported nginx versions >= 1.2.1
  Reopened - test on attribute presence rather than [flawed] nginx
version attribute
