For COOK-2100 I did run the affected suites in test-kitchen and they were successful.

CHEF-4972 - Upstart service provider should obey supports[:reload]
Reopened - upstart always supports reload/restart when it makes sense
COOK-3370 - (tomcat) don't install the tomcat manager apps package if
we're not going to use it. Needs rebase against master.
COOK-2100 - (mysql) Changing innodb_log_file_zie tunable results in
inability to start MySQL. Have the test-kitchen tests run
successfully?
