We've just released 11.10.4 which fixes the two regressions CHEF-5052 & CHEF-5048:

We're working on fixes for these issues and will make a patch release once we have the fixes. 

If you are using the application cookbook, please hold off on upgrading to 11.10.0 or 11.10.2.
