[chef-dev] COOK-4332: tomcat: Support running multiple instances

I would like to modify the Opscode tomcat cookbook to support running
multiple instances on a single system, e.g. one per deployed
application. Since this would be a pretty major undertaking, I was
hoping for some guidance before I start coding so that my patch will be
likely to be accepted upstream.

I opened a New Feature ticket about this some time ago but it hasn't
had any activity. What's the best way to go about this?
