[chef-dev] Ohai 7.4.0.rc.0 (powershell plugin release) release candidate

We've released Ohai 7.4.0.rc.0 to Rubygems. This version adds the
powershell plugin to collect information of what version of Powershell
is installed. This will be included in an upcoming Chef 11.6.0 release
in the next few weeks that will include the Desired State
Configuration (DSC) resources for Windows that we've been working on
prototyping.
