[chef-dev] Proposed RFC for Ubuntu 14.04 support

Hey all, 

  I'd like to get my proposed RFC[1] on the agenda for tomorrow. It helps us map out our plan for the upstart/init.d/systemd shenanigans. I put in a PR[2] to tack it on after the previous business. Thanks for the opportunity to bring this to the community and lets keep making chef awesome.
