I'll take a look, that would be useful.  Although eventually you want to sync cookbooks also, which brings you back around to running the server.

I might end up just running the server but leave solo as an option when an initial configuration is all that is wanted.

This is the key reason to run the server. There are other problems now with solo. For example, 'remote_directory' doesn't work with it yet. We use chef-solo to do a few things. First, to bootstrap bare hosts with the chef-client. Second, to configure and update the chef-server. The server runs the client too, but solo keeps any unexpected recursive nastiness from ruining your setup.
