[chef] Non-backwards-compatible change on opscode/master HEAD due to CHEF-754

Ohai!

During the implementation of CHEF-542 (cookbook tarball CRUD for the server), we took the opportunity to rectify CHEF-754, which involves the reverse order in which repositories in the Chef::Config.cookbook_path config variable were used for overlaying cookbooks. If you're messing around with HEAD now or upgrading to 0.8.0 when it's released, you will need to reverse the entries in your server's config.
