Agreed. On the other hand, Upstart has some oddities (

- restart will not re-read the service.conf file
- restart will not start the service if stopped

I've been bitten by both of these. At the very least, we should
document this (right in the "Service resource" documentation). It
would be nice to paper over it with Chef, but I don't have any bright
ideas.
