The Opscode cookbook community site is effectively a package index, like PyPI
or RubyGems.org (cookbooks are the unit of packaging for Chef). It is
provided by Opscode as a convenience to the community. The official Opscode
cookbooks (which are those in Opscode's cookbooks repo) are listed there, but
so are many created by others.
