[chef] Can't provision new 0.9.16 server

When attempting to provision a new chef-server via: 
chef-solo -c /etc/chef/solo.rb -j chef.json -r
http://s3.amazonaws.com/chef-solo/bootstrap-0.9.16.tar.gz

I get an error related to runit_service:
/tmp/chef-solo/cookbooks/runit/definitions/runit_service.rb:23:in `block in
from_file': undefined method `[]' for nil:NilClass (NoMethodError)

I have init_style set to init in the json as this is a centos box. Does anyone
have any ideas? The behavior is the same with bootstrap-latest.
