Maybe a dumb question, but why do you need a "webui" enabled in a chef-solo run ? This is what seems to cause the problem.. I imagine you tried to launch the webui manually, so if it works manually and doesn't with a chef-solo run, you might miss something (an environment variable, a valid tty, whatever)
