[chef] broken link to the msi based windows installer

Hi guys, the link you've provided here:

Is broken.

Also, it'd be really nice to just have the standard gem commands to use documented.  The installer is advertised as "beta".  I'd rather just manually install what's needed versus playing with additional betaware.
