[chef] Mailout on Jira issues or new Cookbooks

Hi,

Is there any mailing list that you can subscribe to that all the Jira
issue changes get sent to? Likewise is there a similar list on which
you could receive notifications of upload to the community cookbook
site? It make tracking changes a lot easier.
