[chef] Chef clients writing out all config files anew as of midnight Jan 01

Is anyone else seeing their chef client writing out new copies of
every template as of midnight of the new year Jan 1? It's causing a
lot of services to restart that have no need to.

Mostly Chef 10.0 clients.
