[chef] Adding :name action to aws_ebs_volume

Hi List,

I have created a small patch to the opscode aws recipe to add a :name action 
to
the aws_ebs_volume resource, so the EBS shows up named in the AWS console. I
was wondering if there is interest in this patch, and if so, what is the 
proper
mechanism for contributing it.
