Not only tedious but a fairly insecure method.
For security sake it would be better to setup the databag item yourself. I haven't looked to see what the cookbook is doing but is it something you can save to a local file on the machine?

So, the command has to be separated.
1. First just fire up the server.
2. Bootstraps and registers itself with the chef-server
3. Edit this newly created client as admin
4. Then run chef-client again
But it makes the process tedious.
