Other than the ACL issues I mentioned previously, doing a gem install chef 
and ffi seem to work for upgrading clients.

Is there an ETA on a full featured MSI that supports upgrades?  I'd love to 
roll out several hundred Windows clients, but the upgrade path needs to be 
clear and simple.
