Any chance your nodes are integrated with Active Directory?

If so, take a look at this tip: http://wiki.opscode.com/display/chef/Disabling+Ohai+Plugins

Basically, add this to your chef client configuration file.

Ohai::Config[:disabled_plugins] = ["passwd" ]
