[chef] postgresql error: uninitialized constant Chef::Recipe::PGError

I posted this on IRC and confirmed I'm not the only one seeing it, so I'm
expanding the net and re-posting here.

(postgresql::server line 58) has had an error

an error:

NameError: uninitialized constant Chef::Recipe::PGError
