You should definitely start at the latest, which is 10.12.0 (we shifted the 
version numbers to the left). 0.9 is past EOL now.

The preferred installation method is dependent on your environment. If you 
build new servers a few at a time, bootstrapping works great. If you're 
bringing up 100s at a time, you will want to invest more time into 
integrating Chef with whatever PXE setup you have.

For getting started with Chef, I'd recommend using the omnibus installer.
