[chef] 0.10.16 issues with cookbook_file mode

I have a simple cookbook_file resources, which sets the mode to "0755", 
however:
a) the file ends up having -rw------- 1 root root permissions
b) the chef client output has:
owner changed to 0
group changed to 0
mode changed to 600


any thoughts why chef client seems to ignore the mode value?
