Thanks to Chris Roberts at Heavy Water, COOK-1406 is fixed!

We've released version 2.0.2 of the postgresql cookbook with the fix.

The fix involves rescuing the chef_gem install of the pg gem, and then
manipulating the Ruby extension configuration so it finds the correct
library paths to build the gem, using the system packages.

The "compile libpq from source and install in Omnibus" is *not* required
for this. Yay!

Additionally, the git repository is updated for test-kitchen, as we
weren't testing the ruby recipe, since it failed on Ubuntu.
