[chef] Cookbook release for chef_handler

This is a quick update before our marathon COOK code review (join us![0]).
Yesterday we released chef_handler v1.1.0, and then today v1.1.2 to fix a
bug in scoping the 'handler' local variable.

I'm sorry if you grabbed 1.1.0 and it exploded, give 1.1.2 a go.
