Are you asking only for cookbooks that appear in the community.opscode.com listing or any cookbooks living out there in github land as well?

I will nominate:
* route53: http://community.opscode.com/cookbooks/route53 - I have not specifically emailed the maintainer but there are outstanding pull requests and issues that have been unaddressed for as long as 6 months.
* cassandra: http://community.opscode.com/cookbooks/cassandra - it has obviously broken parts and an email (from a coworker) to the maintainer went unanswered.  It also doesn't seem to exist in github, so there's no way to offer pull requests.

I don't know that I'm qualified to maintain the cookbooks, though I do at least have a pull request open against the route53 cookbook.

p.s.  sending publicly in case the maintainer of either is on this list and cries "Hey, that's mine!" and then accepts my patch.  :)

maintenance of cookbooks, but the effort won't be made unless the
problem can be proven.
