[chef] Jenkins Cookbook orphaned, transferred to Opscode for maintenance

Ohai!

About a month ago Heavy Water operations transferred maintenance of
the Jenkins cookbook to Opscode. We don't make use of Jenkins in any
current infrastructure and the repository had been orphaned for close
to 12 months.

I don't know that we formally announced this very well.

Today I pushed a readme to our 'heavywater/chef-jenkins' [0]
repository and left only one issue open detailing the transfer of
maintenance back to Opscode. [1]

I hope this serves as a final point of reference to clear up any confusion.
