on similar note, the current default configurations ship with localhost:4000 as chef_server_url, i was planning to submit a pull request, but im not sure if this is applicable for 10.x branch as well.

That's because the wiki page you're looking at is for Chef 10 server.
Chef 11 runs on 80/443.
