[chef] knife-openstack 0.7.0 testing

If you're using knife-openstack, please kick the tires on what should be the 
next release. I was planning on pushing this out immediately, but because of 
the changes in Fog 1.10.0 and KNIFE-248 I'd like a little more testing before 
releasing it.
