looks like you need to pass the full path to fluentd or need to fix the path used by the resource... (the path you have in an interactive shell may not match the path that chef-client is getting, or the path after sudo is done sanitizing it...)

if you're running as root, you don't need sudo, so don't do that... sudo won't help any, and may confuse you by mangling your environment...
