[chef] Pip dir in /tmp?

I install one Python module using the pip LWRP, and it seems like /tmp/pip-build-root gets created as a result. If I delete it, it is recreated on the next run even though the module is installed. And chown root:root on the directory is listed on each run as an update as well.

Is this part of pip using virtualenv, and I should be manually specifying a virtualenv instead of just calling the LWRP directly by itself?
