[chef] New Zenoss cookbook maintainer/repository

Ohai Chefs,

We have transferred maintenance of the zenoss cookbook[0] to David Petzel. 
David reported a few issues and opened pull requests, but as we're not using 
it internally, nor have people available to work on it, we thought it best to 
transfer maintenance to him and he agreed.

Our opscode-cookbooks repository has an updated README indicating the new 
repository, and all the tickets in JIRA are closed out in favor of GH issues 
in the above repo.
