I seem to have gotten past this by letting it run with a blank config once, then putting in my config and doing a reconfigure.

Question about the VIP settings... are they publicly advertised to clients, or is it safe to point them over an internal control network?

Basically, host_B should only run chef-solr, but chef-server-ctl reconfigure is unhappy about trying to notify erchef service when it hasn't been defined?

Should be possible, but you're gonna have to roll up your sleeves a bit. The basic idea is to set the component['enable'] setting for each component as necessary, and use the component['vip'] settings to configure all the services to talk to each other.
