Can you try directly connecting to api.opscode.com using SSL to confirm
that it works outside of Chef:

    openssl s_client -connect api.opscode.com:443

Is the result any different with the omnibus-packaged openssl?

    /opt/chef/embedded/bin/openssl s_client -connect api.opscode.com:443
