A few months ago the Nagios team moved the plugins from Sourceforge over to their own site, which broke the downloads in the cookbook. This was fixed in https://github.com/tas50/nagios/pull/200 and released in the 5.0.0 cookbook release.

You should poke at the tarball file to see what’s wrong with it (a common occurrence is you get a HTML 404 error page instead of the package you expected).
