[chef] Issues with the powershell_script resource

Hello All,

I have a reoccurring issue with the powershell_script resource.  I tend to get
the "STDERR: Thread failed to start." error most of the time.  This has pushed
me to use the batch resource that works all the time.  Has anyone else
experienced this error?

I'm using... 
Chef                 11.8.0
knife-windows  0.5.14
node                 Windows Server 2012
