[chef] Introducing Artifactory Ruby

Ohai Chefs,

I am excited to open source and release the initial version of artifactory, a Ruby client for interacting with the Artifactory API in a Ruby fashion. The Ruby client allows you to download and upload artifacts, query builds, and more. It's by no means a complete API implementation, but it offers an extensible path moving forward.
