Seth - 

The system is a 64 bit virtual environment (openvz container) with 1 GB RAM, 4 CPUs and about 15 G free disk space.

:/var/log/chef-server# uname -a
Linux hiro.mainphrame.net 2.6.32-042stab084.25 #1 SMP Wed Feb 12 16:04:42 MSK 2014 x86_64 x86_64 x86_64 GNU/Linux

Looking at the logs, I see.... aha!

(face palm) nginx isn't able to bind to port 80 because the VE had apache installed and running by default.

OK, stopped and removed apache, did a  "chef-server-ctl restart" and now chef-server-ctl test" produces a good looking output:

70 examples, 0 failures

Can you describe the specs of the system you are running these tests on?

It would be useful to look through the logs in /var/log/chef-server
