you probably have two chef-clients installed on the server, one from 
the vagrant box which vagrant is invoking directly as a path and the 
11.10.x one that is linked to /usr/bin/chef-client.

don't use that box, use one of the more vanilla cloud images without 
chef installed, and try using the vagrant-omnibus plugin.
