I've gone from mono-repo to multi-repo back to mono-repo. The latest move was part of a larger "rethinking config management" experiment. If you have a cookbook per application, then multi-repo makes sense. If you are doing something more generic - i.e. "slugs" or "containers" for apps - then it's probably a toss up. Most of my cookbooks are specific to my environment now.
