Yesterday, during chef-client run, I saw "content length mismatch" error on
Template and cookbook_file resources in one of my recipes. I wanted to see
what is being sent to and from the chef-server to determine the cause of this
issue.
Can fiddler or something similar be used to capture the traffic?

What data are you looking for in particular? If you run chef-client with -l
debug, it will display most HTTP data before sending it.
