[chef] Jenkins Cookbook v2.1.1

Ohai Chefs,

I just shipped v2.1.1 of the jenkins cookbook. This release includes a number 
of bug and regression fixes that resulted from v2.1.0. 

As always, please test this new version in an isolated environment before 
upgrading.
