[chef] kitchen + vagrant + winrm for Windows

Hi chefs,

We just pushed two plugins that can help use test-kitchen with Windows
boxes using vagrant-winrm:

* vagrant-winrm plugin https://github.com/criteo/vagrant-winrm
* kitchen-vagrant_winrm plugin https://github.com/criteo/kitchen-vagant_winrm

We used to use the kitchen-driver-vagrant_provision gem with a custom
Vagrantfile that activated the vagrant WinRM communicator (which is
supported in vagrant 1.6). But this prevented us from many features
like the busser and it added the necessity of a custom Vagrantfile.

Feel free to use this and comment about it.
