Doesn't appear like a chef error.
run 'where cmd' from your command prompt. your first
output should be C:\Windows\System32\cmd.exe and
then C:\opscode\chef\embedded\bin\cmd .
it's also possible you have autorun enabled. 'cmd \d
' will clear this up, if not try deleting the key
from registry.
