[chef] Release: Chef Client 11.16.0 & Ohai 7.4.0

Ohai Chefs,

 

We released Chef Client 11.16.0 today along with Ohai 7.4.0. The release includes a bug fix for the user provider on MacOS as well as a new feature that supports PowerShell Desired State Configuration (DSC) on Windows.
