[chef] Plugin to lockdown env cookbook versions using Berkshelf

Hi everyone,

I just wanted to let you guys know I have put together a plugin to lock down
the cookbook versions in a Chef Environment using a Berksfile,
https://github.com/bbaugher/chef-berksfile-env

This is effectively the same as `berks apply ...` but instead via `knife
environment from file ...`.
