[chef] Chef client cancel notifies delayed

I recently posted on stackoverflow with a question about canceling delayed notifications to restart a service that has been disabled:

After further consideration, I believe that perhaps this is something I would recommend as a feature request in Chef directly.  I welcome any thoughts or suggestions regarding how to solve this problem.
